Challenges, Risks,
and Impacts
The year 2024 was another challenging year and presented numerous challenges for Thaioil Group in terms of corporate social responsibility, especially surrounding communities. This includes the construction of the Clean Fuel Project (CFP) and the commencement of operations at the CFP production unit throughout the year.
Additionally, ongoing involvement efforts to remediate the community and those affected by the oil spill incident at the Single Buoy Mooring (SBM-2). Furthermore, managing relationships with community leaders around the refinery, particularly as new-generation leaders are increasingly taking on significant changes. Due to these challenges, Thaioil Group manages and prevents potential impacts on the rights and safety of the communities living around the refinery while also working to develop the quality of life and drive the local economy through several projects that promote the quality of community life.
In addition, Thaioil Group has expanded the scope of activities in remote areas, which has resulted in the need for project management and strengthening relationships with community leaders and relevant government officials to ensure that operations in remote areas succeed according to the plans.
Moreover, throughout this year, Thaioil Group operated community projects under the ESG (Environment, Social, and Governance) strategic framework to maintain internal management stability and manage community impacts, particularly in communities surrounding the CFP project and operational sites together with the development of the quality of life and economy of the community to ensure that Thaioil Group and the community grow together sustainably.



In addition, Thaioil Group has developed an integrated community development plan through projects and activities in the areas of social and cultural engagement, health promotion, quality of life, education, and the environment. Furthermore, Thaioil Group has adopted the social return on investment (SROI) concept to assess the effectiveness of community programs in a systematic manner.

Management Approach
Thaioil Group has defined Corporate Social Responsibility Policy
Thaioil Group has defined Corporate Social Responsibility Strategy, focusing on creating participation for sustainable development as follows:
1. Strive to develop the business for sustainable growth by taking into account the impacts on communities and society while maintaining, as well as, enhancing natural resources and the environment.
2. Utilize knowledge, experience, and expertise to support and develop society by applying the concepts of creating shared value and social enterprise in operations.
3. Conduct corporate social responsibility activities with a focus on stakeholder engagement in alignment with regulations, laws, and international practices.
4. Promote and cultivate values of social responsibility throughout the supply chain continuously to encourage a corporate culture.
In 2024, Thaioil Group reviewed its Corporate Social Responsibility Policy to ensure its appropriateness and enhance corporate governance. The policy was reviewed and signed by the Chairman alongside the Chief Executive Officer, with performance results reported to the Corporate Governance and Sustainability Committee on a semi-annual basis.


Community Needs Assessment and Engagement

Thaioil conducts community impact assessment to identify potential negative impacts and analyze community’s needs through various means, for example, exclusive meetings with community leaders to explore emerging concerns and mutual problems identified based on risk and environmental impact, the collection of feedback from subgroups, on-site visits with the households surrounding the construction project, and a community engagement survey, which conduct annually. This regular review of community’s perception and feedback allows the company to gain insight on impacts that have on community and be able to design effective engagement strategy and appropriate corporate direction to further develop the community, tackle their concern and needs.
By considering the impact assessment result, the Company proactively implements preventive measures and proactive solutions to address potential impacts on the communities. To systematically response to existing community’s concerns and uplift their quality of life, Thaioil is currently encouraging the community to participate in community relations activities and projects in four aspects; social, religious, local tradition, and culture; local economy promotions; health promotion; education; and environment. In addition, Thaioil initiates a central function that allows communities to report incidents or complaints – VOS (Voice of Stakeholder) Management. According to the operational procedures, the central function will coordinate and collaborate with the internal functions in case of any complaints about occupational health, safety, and the environment.

In addition, Thaioil consistently organizes the capacity building session with community to ensure that they can access to various communication channels when having concern (e.g., email, telephone, community relation activities, annual meeting). This aims to reduce communication barrier and improve accessibility of information to maintain and enhance positive relation with the community.

| School Project and CONNEXT ED project • In 2024, the Company implemented this project in ten schools to develop teacher skills in the fields of science, technology, engineering, and mathematics, coupled with promoting students’ sports skills. Teach for Thailand Project • Supported the budget for two teachers to serve as a teacher assistant in the fields of science and mathematics at Wat Manorom School, Sriracha District, Chonburi Province | Reforestation project for Carbon Credit Benefits CONNEXT ED project • In 2024, Reforestation projects were implemented for the benefit of carbon credits, as in the following details. – 8,300 rai of terrestrial forest in Phrae Province – 356.22 rai of mangrove forest in Chon Buri and Trang Provinces These projects were expected to capture 88,000 tons of carbon dioxide equivalent over the 10-year project period and enhance biodiversity by selecting and planting local tree species in target forest areas. | Solar power generation system installation in public health agency and educational institution • In 2024, solar power generation systems were installed at 6 hospitals, community health centers, and Border Patrol Police Schools, with a total capacity of 94 kW. The implementation of this project resulted in an annual savings of 900,000 THB. The savings from reduced electricity costs were used to purchase medical equipment, improve healthcare system services for patients and at-risk groups with non-communicable diseases (NCDs), and create educational opportunities for remote schools. Additionally, this project was also able to reduce greenhouse gas emissions, which equal 51 tons of carbon dioxide per year. | Health Promoting Project In 2024, heath promoting projects were implemented as follows. • Organized 23 yoga sessions and 64 aerobics sessions with 40 participants per session. • Organized 2 sessions of 100,000 km. Community Health Survey Project In 2024, community health survey projects were implemented as follows. • 1,066 households visited for preliminary health check-up • 3,188 beneficiaries screened for diabetes and high blood pressure, breast cancer, and cervical cancer and participated in health promotion projects, as well as participated in the behavioral therapy program “Conquer Overweight by Enjoying Aow Udom Market”. |

In 2024, there is 45 complaints from the communities. According to the grievance mechanism procedure, the Company investigated and resolved all the submitted complaints, established prevention measures, and notified the complainants of the result.
